BC Bank and Shirley Keen, cosmetologist, are the Barbour County Chamber of Commerce Members of the Month in August.

Lilah Phillips, seated left, is the Vice President for Lending at BC Bank while Shirley Keen is a cosmetologist retired from Hair Techniques by Shirley. 

Keen is a native of Elkins and graduate of Philip Barbour High School.  She was a six-year President of the Belington Federated Woman’s Club, Worthy Matron of the Order of the Eastern Star, Grand Paige of the West Virginia Grand Chapter of Eastern Star, President of the Belington Middle School PTSA, and served for four years on the Belington City Council.

She was named to Outstanding Women of America in 1983, Barbour County Business Woman of the Year in 1993, President of the Barbour County Chamber of Commerce in 1994, a graduate of the University of Hard Knocks at Alderson Broaddus College in 1994, and was named Outstanding West Virginian by West Virginia Governor Gaston Caperton in 1995.

Keen was a member of the West Virginia Kiwanis Club for 28 years, serving as District Governor in 1998 and was a member of the Board of Directors of the Philippi Kiwanis Club.  She was President of the Philip Barbour High School Band Boosters for three years and for two years served as the Treasurer of the Belington Elementary PTA where she is a life member.

“BC Bank offers consumer and commercial lending and deposit accounts with competitive rates,” she says, “and we are known as a hometown personal service bank.”  Phillips is currently Treasurer of the Philip Barbour High School Band Boosters and is the Children’s Coordinator at the Mt. Vernon United Methodist Church.
